TIACA has been closely involved with the pilot phases of ACAS, PRECISE and PACT and has been working with the Civil Aviation and Customs regulators for each, as well as with ICAO and the WCO. It is critical that these programs, which will impact every single shipment into and transiting these areas, are fully compatible to ensure continued smooth cargo operations. Currently, significant work remains to ensure that indeed is the case. TIACA is a member of the ICAO/WCO Joint Working Group on Advance Cargo Information (JWGACI), which was established to develop common principles and practices. However, at least two of the programs (ACAS and PRECISE) are already moving to the regulation phase, and may become mandatory before such principles are created. Thus, we continue to work closely with TSA/CBP and the EU (DG MOVE & DG TAXUD), to identify key issues and work through them.
