Session I - Air Cargo Security in an Age of Global Terrorism: Achieving Increased Security with Improved Facilitation

Air cargo plays a vital role in the global supply chain and the global economy. Former Commissioner Bonner will discuss the risk management approach to cargo security developed by US Customs and Border Protection (CBP) following 9/11, and why the "Twin Goals" of security and facilitation became the organizing principle for CBP and, ultimately, US policy. He will describe the key initiatives and programs developed to achieve increased security and improved facilitation simultaneously. These programs are now being adopted on a multinational basis pursuant to the World Customs Organization's SAFE Framework of Standards to Secure and Facilitate Global Trade. He will suggest how the WCO Framework can and should be applied to international air cargo.

Round Table Discussion   Session II - Closing the Links
Is it possible to establish a secure global air logistics supply chain with world-wide uniform standards? Regulations must be standardized across the globe as far as possible and not applied piecemeal by individual states. Who would establish, certify and monitor such standards? An update of air cargo security regulations and procedures now in place and those proposed. (A roundtable discussion)

Session IV - Turbulence Over the Atlantic – Continuing efforts to arrive at an Open Skies agreement between the United States and the European Union. Both the U.S. House of Representatives and a Senate Committee have blocked the Bush administration’s proposal to ease restrictions on foreign investment in U.S. airlines. Openness to foreign investment is an EU prerequisite for an air services agreement with the EU. Some U.S. opposition stems from homeland security concerns, and this is supported by some labor unions who fear that any influence of overseas investors could weaken their position and cost jobs.
