John Gunther is Chief, Economic Policy Section, of the Montreal-based International
Civil Aviation Organization (ICAO), a specialized agency of the United Nations
which sets the standards for the safety, regularity and efficiency of international
civil aviation.
Gunther has been with ICAO in various capacities since 1979 and, in addition
to his present position, has served as Chief, Airport and Route Facility
Management Section. He has represented ICAO at many meetings and conferences,
and has conducted numerous seminars and panel meetings including workshops
on air transport regulatory policy. He planned the last two ICAO Worldwide
Air Transport Conferences. Gunther is a graduate in law, aviation law and
economics from the Australian National University and McGill University
(Canada). He previously worked in the Aviation Ministry of Australia.
