ICAO Extends Deadline for English Proficiency (May 1st)

U.S. airmen now have an additional year to replace their airmen certificates due a motion filed by the Federal Aviation Administration (FAA) and an extension granted by the International Civil Aviation Organization (ICAO). The deadline is now March 5, 2009. “The original deadline for international operators to carry an ICAO endorsement of English proficiency was March 5, 2008.”

Taking issues with several provisions of the Federal Aviation Administration (FAA) Reauthorization Bill, the Bush administration has threatened to veto the bill. The administration is claiming that the legislation does not include reforms beneficial to the traveling public, has concerns with several labor-related provisions and objects to an increase in funding to the Highway Trust Fund.

The European Union (EU) and Australia have signed a horizontal air services agreement. The agreement removes nationality restrictions between Australia and EU member states. “The agreement, one of a series which the EU has signed with third countries, brings the bilateral agreements into line with European law.”

Responding to a request for consultation, the International Air Transport Association (IATA) has blasted the UK’s proposed Aviation Duty and is urging the government abandon its plans for implementing it. IATA Director General Giovanni Bisignani declared, in short, that the Aviation Duty “could not be more wrong”. Instead, Bisignani suggested that attention should be focused on green technology research and a global emissions trading scheme.

Turkey and Russia have recently revised their existing bilateral air transport agreement. As a result, the number of scheduled flight destinations will increase to 10 destinations in each country. In addition, restrictions on flight frequency for cargo services will also be lifted.

The Philippines and Macau have signed an air agreement that will increase the number of existing flights. “Under the agreement, there will be an entitled 3,600-seat capacity for Manila to Macau flights per week and vice versa.” The Philippines will begin air talks with Canada this weekend and has plans for negotiations with Hong Kong, Japan, Thailand, Malaysia, Russia, Finland, Ukraine and Turkey this year.

India and the United Arab Emirates (UAE) have recently signed a Memorandum of Understanding (MoU) which adds Calicut as an additional point of call. This agreement also increases the number of seats per week by 23,000, in each direction. “India also has requested for the inclusion of a provision for “change of gauge” in Dubai and Indian territory, for both sides in the Air Services Agreement, the release added.”

Libya and the United Arab Emirates (UAE) have signed an air transport agreement in which the UAE will accredit Libyan Arab Airlines and Afriqiyah Airways, while Libya will accredit Etihad Airways, Emirat Airways, Ras Khaima Airways and Arabian Airways. A memorandum of understanding was also signed “allowing the UAE of have air links to some Libyan airports.”
