FAA Authorization Bill Slated for Vote Next Week (April 24th)

After being held up repeatedly, the Senate will again attempt to bring the Federal Aviation Administration (FAA) Authorization legislation to the floor for a vote. Disagreements over various issues have caused the bill to be delayed. “Congress has granted numerous temporary extensions to fund the FAA while the reauthorization bill has been held up, but Thursday Reid said he is ready to move forward.” Sen. Harry Reid (D-Nev.) is the Senate Majority Leader.

The Federal Aviation Administration (FAA) has given its inspectors until May 30 to complete overdue inspections at American Airlines. The FAA says the inspections involve low-risk issues and should have little impact on the carrier’s operations. “The overdue inspections include checking American's programs that monitor the weight and balance of aircraft; its use of airframe parts maintained by mechanics outside the United States; and its procedures for using deicing equipment.”

After an examination into UK airport service and the operation of the BAA, the Competition Commission (CC) has recently released a highly critical 168-page interim report (http://www.competition-commission.org.uk/inquiries/ref2007/airports/emerging_thinking.htm). The CC considers BAA’s ownership of seven airports in the UK, Heathrow, Gatwick, Stansted, Southampton, Glasgow, Edinburgh and Aberdeen airports, as counterproductive to the interests of airlines and passengers. A provisional report is planned for August with a final report expected by the end of the year. “Despite BAA's assurances following the report Transport Secretary Ruth Kelly announced a review of the economic regulation of the UK airport system.”

Aviation chiefs from the around the world, including Boeing, Airbus, the International Air Transport Association (IATA) and others, met in Geneva to discuss aviation’s impact on climate change. As a result of the meeting, an industry declaration was signed that will “to work toward alleviating global warming by helping set up an international emissions trading program under the auspices of the International Civil Aviation Organization.” Despite this pledge, environmentalists claim a commitment to real, aggressive targets has yet to be made.

In order to promote new airports in the country, the Indian government has recently enacted policy regarding new airport projects. The new policy removes “the compulsory approval clause for all new projects that come up beyond a 150-km radius of existing ventures.” It was also decided that no greenfield airports can be built within an aerial distance of 150-km from an existing civilian airport. The Indian government also felt compelled to institute new policy after the recent strikes by the employees of existing airports in Bangalore and Hyderabad.

Japan’s Fair Trade Commission has launched raids on several logistics and freight forwarding companies in Japan. The Japan Aircargo Forwarders Association was also raided as part of an investigation that will establish whether any of the companies are guilty of violating anti-monopoly laws. “The 13 companies under investigation, hold a combined share of around 75 per cent of Japan’s air cargo market and if found guilty, are likely to face multi-million dollar fines.”

India and the United Arab Emirates (UAE) have revised their air services operations with the recent signing of a Memorandum of Understanding (MoU) at a meeting in Delhi. As a result of the MoU, Calicut will be added as a destination and an additional 32,000 seats per week will be added between the two countries. “The Indian government has requested for the inclusion of a provision for change of gauge (change in the type of aircraft) in the territory of UAE (Dubai) and India, for both sides in the Air Services Agreement to which the UAE delegation has agreed to revert through correspondence after internal consultations.”
