The U.S. Department of Transportation has received a request for a foreign air carrier permit from Vietnam Airlines. The airline wants to operate direct air service between HCM City and Vietnam to Los Angeles via Osaka, Japan. In order for foreign carriers to operate direct service to the US, the US Department of Transportation Security Administration must ensure that foreign airports used in providing this direct service meet minimum aviation safety standards.

The Federal Aviation Administration (FAA) is working on a five-pronged plan aimed at studying the effect that aviation has on climate change. A senior FAA official outlined the five components of the plan, which is different from the European Union’s proposition to include aviation in its emissions trading scheme. The International Civil Aviation Organization (ICAO) has convened a group to discuss aviation and climate change and the United States will be represented when the group meets next month.

On January 22, The US Department of Transportation Secretary Mary Peters named members to the special Tarmac Delay Task Force. The charge of this task force is to ensure airlines and airports work together to handle tarmac delays and unexpected weather events that may adversely affect airport operations. During this event at the Aero Club of Washington, Peters strongly criticized Congress for dragging its feet on implementing long-term solutions to issues facing the aviation system.

The European Commission has put forth a legislative package aimed at reducing emissions and increasing the use of renewable energy. The central strategy of the “Climate action and renewable energy package” is to strengthen and expand the Emissions Trading System (EU ETS). The transportation sector and other sectors, not included in EU ETS, will cut their emissions by 10% of the 2005 levels by 2020. Also included in the package is the promotion and development of technology that captures and stores carbon dioxide emissions.

The Civil Aviation Authority (CAA) has now established a preferred method of reporting a birdstrike occurrence with the introduction of an online reporting system. In 2004, birdstrike reporting became mandatory. The new online birdstrike reporting system allows more efficient management and analysis of birdstrike data.

As the result of a new bilateral air services agreement, more passenger flights are now allowed between India and Saudi Arabia. In addition, all restrictions on cargo services have been removed. The agreement, which goes into effect immediately, contains additional enhancements to air services.

The Transportation Ministry in Korea is planning to hold open-skies talks with several nations in an effort increase flights to foreign destinations. China, Canada and Russia are among these nations. Korean Air and Asiana Airlines presently fly to 121 overseas destinations, but Korean government officials would like to see the number of flights increase.

The Department of Foreign Affairs (DFA) in the Philippines says the Federal Aviation Administration (FAA) downgrade and the suspension of air talks with four nations have no connection with each other. While air talks with United States, New Zealand, Singapore and Brunei are effectively suspended, the Philippines received requests for air negotiations from other nations. “The FAA downgrade also prompted the US government to advise its citizens not to take PAL when going to the Philippines.”

The Middle East Safety Team will be comprised of aviation professionals as well as government officials across the region. The team will be addressing a host of safety and emerging issues that affect the aviation industry in the Middle East.

In preparation for the 2010 FIFA World Cup, Namibia’s national carrier is looking to enhance its existing bilateral air service agreements. Air Namibia has begun talking with interested parties in South Africa about additional slots. The airline is also interested in expanding service to Europe’s mainland and the West African region.

A delegation from Oman will be headed to Malaysia to discuss a number of air transport issues. Amendment of the existing memorandum of understanding (MoU) and the promotion of tourism are among the items to be discussed. Regularizing air transport between the two countries is the aim of the visit.
