Citing failure of the Kyrgyz national authority’s supervision of its airlines, the European Union banned all 27 airlines certified in Kyrgyzstan. The EU also banned Kenya’s DAS Air Cargo and Uganda’s Dairo Air Services after the discovery of “serious safety deficiencies” in recent months, and banned Ariana Afghan Airlines after it sold its only aircraft certified to fly in the EU. Cyprus airline Ajet narrowly escaped the ban, avoiding the ignominy of being the only EU airline on the blacklist.

Following post-9/11 security reforms that harmonized security process in the European Union, transport ministers agreed on Thursday to address shortfalls in in-flight safety. A major change in preexisting legislation is the allowance of air marshals on flights. The measures will also likely impose more stringent security standards on freighters.

Due to the aging aircraft, Bulgarian officials have voiced concern that the five domestic cargo airlines will not comply with EU standards by the time of Bulgaria’s entrance into the European Union, March 28 of next year. The modification of the standard Antonov An-12s made in the former Soviet Union would cost 2 million euros. Airlines have been advised to re-register their aircraft in nations that have won a longer grace period from the EU.
